INTRODUCTION
The Regional Operational Programme for Śląskie Voivodeship for the years 2007 – 2013
(ROP) is the most vital instrument of the regional policy of the voivodship for the years 2007-
2013, which bonds the majority of tasks completed by territorial self-government units and
other public and private entities under the Structural Funds of the European Union. It is an
implementation of the Development Strategy for Śląskie Voivodship for the years 2000-2020
adopted by the Local Assembly ( Sejmik ) of Śląskie Voivodship on 4 July 2005.
ROP was prepared on the basis of the following documents: Council Regulation laying down
general provisions on the European Regional Development Fund, the European Social Fund
and the Cohesion Fund 1 , the Community Strategic Guidelines (CSG) concerning the social,
economic and territorial cohesion, the National Cohesion Strategy 2007 - 2013 (National
Strategic Reference Framework 2007-2013 in support of economic growth and employment ).
The Programme was drafted on the basis of such values as cohesion and social solidarity as
well as sustainable development.
The programme is of operational nature and contains the description of and the justification
for selected priorities in the context of objectives and priorities as defined in the Community
Strategic Guidelines and also in the Regulation of the European Parliament and of the
Council on European Regional Development Fund 2 . Furthermore, the document presents
indicative allocations of financial resources for priorities and the implementation system.
According to the mono-fund principle, “Regional Operational Programme for Śląskie
Voivodeship for the years 2007 – 2013” will be co-financed from the European Regional
Development Fund.
The Programme was prepared under the following principles:
programming principle, i.e. defining, on a long-term basis, the priorities, their
financing, and management and control system;
partnership principle, i.e. the accomplishment of objectives in close cooperation with
social partners, both at the programme preparation and completion stages;
additionality principle, i.e. community resources are not substitutes for resources
allocated for the completion of regional targets, but leverage them;
sustainable development principle, i.e. equal access to resources for rural areas and
towns/cities as well as growth centres and problem areas.
The Programme touches upon the following issues:
an analysis of the social and economic situation in the region, pointing to unequal
development potential, both in the internal and external;
information on the previous external assistance for the region, both at the national and
community levels, concerning the programme intervention and assessment;
description of the programme strategy, pointing out to major priorities and the method
of accomplishing the objectives and priorities;
indicative, annual allocation of resources to particular priorities;
the description of the implementation, assessment and control system;

report on social consultations;
summary of environmental impact estimate outcomes.
In accordance with the accepted principle of programming, Programme preparation stage was
based on objectives laid down in programme documents of higher importance, such as: on the
one hand “ The Development Strategy for Śląskie Voivodship for the years 2000-2020”, and
on the other hand – National Strategic Reference Framework for the years 2007-2013 (NSS).
The development priorities of the voivodship, which are consistent with the provisions of
priority axes from the European Commission regulation on ERDF, were determined. The
financial framework of ROP was prepared on the basis of experience from the years 2004-
2006, the needs reported by prospective beneficiaries, as well as with consideration for the
assumptions of the Lisbon Strategy. While preparing the financial tools of the programme, it
was particularly emphasized that the ERDF resources should constitute an additional financial
base for the development of the voivodship, and not substitute available regional resources
earmarked for this purpose.
The programme assumes equal support for all voivodship areas, both underdeveloped and
well-developing ones. Within ROP, 20% of resources are allocated for supporting rural areas.
40% of ERDF support was earmarked for the development of the economy. Such a
distribution of financial resources within the Programme will allow for sustainable
development of the whole region.
In order to facilitate efficient implementation of ROP, a system of management and control
which will be described in detail in the procedure manual was determined.
In accordance with the partnership principle, ROP was prepared in open consultations, system
of workshops, conferences, consultative meetings, with the use of available IT and
promotional tools. In order to meet the principle of partnership, The Regional Operational
Programme will be completed in close cooperation with beneficiaries, and its effects will be
publicized.

I. The Śląskie Voivodeship
1.1. Analysis
The characteristics of Śląskie Voivodship was prepared in the form of a strategic diagnosis. It
is a kind of an “excerpt” from a more detailed social and economic description included in the
Development Strategy for Śląskie Voivodeship for the years 2000 – 2020. The areas to be
analyzed were selected in the context of priority axes to be supported under the general
Regulation 3 . Preparing a diagnosis, primary objectives of Lizbon Strategy and Goeteborg
Strategy were taken into consideration. The analysis reflects also the Prognosis conclusions
regarding influence on the environment exerted by the preliminary project of the Regional
Operational Programme for Śląskie Voivodship for the years 2007-20013.
1.1.1. Overview
Śląskie Voivodship is situated in the heart of Central Europe, in the south of Poland, at the
foot of the so called Brama Morawska (Moravian Gate) which links two mountain ranges
located on its both sides, the Sudetes and the Carpathians, as well as extensive plains: the
Great Hungarian Plain and the Polish Lowland. Śląskie Voivodship has a special place in the
national and European geographical space and is located at the meeting point of two exchange
and communication channels in Central Europe: the main north-south channel and the
corridor linking the western and eastern part of the continent.
The region borders Opolskie Voivodship to the west and Łódzkie Voivodship to the north,
Świętokrzyskie and Małopolskie Voivodships to the east and Žilinský kraj in Slovakia and
Moravskoslezský kraj in the Czech Republic to the south.
A characteristic feature of Śląskie Voivodship is an extensive morphological and geographical
variety of its land with multiple and varied landforms; both mountains, upland as well as
lowland areas are present here. Furthermore, the region boasts multiple natural resources, i.e.
hard coal, zinc and lead deposits, molybdenum-wolfram-copper ores, iron ores, halite,
methane deposits, natural gas, marl deposits, limestone deposits and natural aggregate
deposits as well as healing, mineral and thermal waters. Such abundant natural resources in
the region contributed to the emergence of the largest Polish industrial zone which plays a
decisive role in the Polish fuel and power balance.
The region spans the area of 12,331 km2, being composed of the northern subregion - the area
of 3047 km2, the southern subregion 2352 km2, the central – 5578 km2 and the western –
1354 km2. In terms of its area (3.9% of the surface of country), it is the 14 th largest
voivodship in Poland. The population in 2005 was 4.7 million, which accounted for 12.3% of
the total population in Poland. Thus, in terms of population, it was the second largest region in
Poland. In 2005, the population of subregions was comparable – it fluctuated around 0.6 mln.,
with the exception of the central subregion which had 2.9 million inhabitants.
However, the population in the voivodship continues to decline in numbers. In the years 1995
– 2005, it decreased by over 220,000 and this tendency is expected to continue in the future
(Fig. 1). Also, the demographic structure changed due to the population decline. Although the
gradually decreasing group of the population at working age may positively affect the
